A good idea. Maybe not the best thing for the area, but I grew up there. Since WWII when the population of Richmond boomed to build ships (and link here) they have needed an economic shot in the arm to go along with Chevron.
If this was a choice between 2 or 3 different ideas to get jobs and tax income to Richmond there would be more to think about. But there wasn't and hasn't been for a long time.
The city of Richmond is making small gains. You can see some improvement in some areas, and something like this can only help.
